OAE Publishing Inc. (OAE) is a multidisciplinary open access academic publisher founded on March 17, 2015. Headquartered in Los Angeles, USA, OAE is wholly owned by Mesa Investment Management Inc. As a platform-driven, internationally oriented publisher, OAE has built a fully integrated system that supports the entire scholarly publishing lifecycle. The company operates a suite of proprietary, independently developed infrastructures, including an intelligent manuscript submission and peer-review system (MESAS) , a digital publishing platform , and a preprint server (ScieRxiv) . These platforms are supported by a dedicated Digital Production Team and specialized service units, including the Operations and Management Team, the Publishing Department, the Manuscript Processing Center, the Language Editing Team, and the Marketing and Social Media Team. Through this comprehensive framework, OAE provides structured, standardized, and professional publishing services for researchers, academic institutions, and scholarly organizations worldwide. To date, authors submitting to a OAE journals represent 167 countries and regions, while the platform’s readership spans over 250 countries and regions worldwide. Beyond journal publishing, OAE actively engages with the global research community through a diverse range of academic initiatives aligned with its journal portfolio. These initiatives include online academic talks, webinars, in-person international conferences, and author training programs. Collectively, these activities have reached and served more than 30 million researchers globally, fostering academic exchange, knowledge dissemination, and cross-disciplinary collaboration across regions and fields.
OAE is firmly committed to advancing open access publishing by maintaining high editorial standards while implementing an inclusive set of Article Processing Charge (APC) waiver and discount policies. Recognizing that publication costs may present barriers for some researchers, OAE has established APC support programs to help ensure that valuable research is not excluded due to financial constraints. Between March 2014 and December 25, 2025, OAE granted APC waivers or discounts for 6,698 articles,with total APC reductions exceeding USD 17.7 million. These initiatives have contributed to easing authors’ financial burdens and promoting greater inclusivity and equity in scholarly publishing. Looking ahead, OAE will continue to refine and expand its APC support policies, with particular attention to researchers and institutions in regions with limited access to publishing grants. Through flexible and transparent APC waiver and discount policies, OAE aims to further strengthen an author-friendly publishing environment and support the global dissemination of high-quality research.

In addition to the major international databases, OAE actively works to ensure that its journals are indexed in a broad range of specialized and regional databases. Currently, OAE journals are included in Chemical Abstracts Service (CAS), Dimensions, China National Knowledge Infrastructure (CNKI), and other recognized databases, enhancing article visibility and supporting the wider dissemination of impactful research.
